Questions Answered
- Is the revenue drop real? Mostly no. Billable expenses fell 10.6%, and revenue excluding billable expenses fell less than 1%. Nearly all profit comes from that revenue line.
- Is civil stabilizing? Partly. Civil fell 15%, slightly better than guided. Management expects flat to slightly down sequential revenue in Q3 and Q4. The full-year decline is now "low double-digit", softer than first planned. No significant recompetes remain this fiscal year.
- Is national security accelerating? National security grew 6% excluding billable expenses. Funded backlog there rose 10%, and the qualified pipeline is up more than 20%. The company added over 300 national security employees.
- Are fixed-price contracts lifting margins? Fixed-price mix in national security is up 3 points year to date. Management expects steady margin expansion, not a step change. It also warned of a second-half margin dip from lower civil volume and investment timing.
- How much does Ultra matter? Ultra contributed immaterial revenue this quarter, but it roughly offsets the civil weakness in the guide. Management says Ultra margins are "well above 20%". The company paid $729M for it.
- What about capital allocation? Priorities are deleveraging, the dividend and modest buybacks, with selective M&A.
Guidance Reset
| FY2027 guide | Prior | New |
|---|---|---|
| Revenue | $11.2–11.7B | $11.3–11.6B (+1–3%) |
| Adj. EPS | $6.00–6.35 | $6.50–6.70 |
| Adj. EBITDA | – | $1.26–1.29B |
| Free cash flow | – | $850–925M |
Not all of the EPS lift is operational. Management cited a lower share count, a lower tax rate and a $10M DARPA earn-out. Consensus EPS for FY2027 was $6.34 in the earnings data. Estimates have drifted down 3.7% over 90 days and 13.7% over one year. The revenue midpoint did not move.
What Stays Unanswered
- Bookings cadence. Management called it "harder to predict" because civil awards keep shifting right. Orders were roughly down low double digits, per an analyst on the call.
- Cyber monetization. Vellox and Guile are in private beta. Management said the payoff plays out "over the next couple of years", not quarters.
- Receivables. Days sales outstanding rose to 82 days, up 10 days year over year, partly from an acquisition.
Next Catalysts
- Budget timing. The government is on a continuing resolution, and midterm elections are days away. Management said it could not predict when a budget passes and built scenarios into the guide.
- FY2027 Q3 report. Consensus is EPS $1.48 and revenue $2.83B for the Dec 2026 quarter. Watch for the national security acceleration and the civil decline moderating.
- Ultra integration and M&A. Revenue contribution, deleveraging pace and any further deals.
- Product milestones. Guile moving out of beta, and whether management breaks out cyber metrics, which it said is "in the cards".
- Contract reform. Policy support for fixed-price and outcome-based contracting looks bipartisan, per management.
Bull vs Bear
Bull: Cash generation is strong (about a 12% free cash flow yield), the national security pipeline is growing, and the guide was raised. Bear: Revenue growth is only 1–3%, civil is shrinking, the EPS lift leans on one-time items, and the stock is still far below its $109.10 52-week high. Its 1-year performance is -24.27%.
Prices are as of Oct 23, 2026. Earnings figures come from the company’s Q2 report and call.
