Ethereum ETH continues to face selling pressure as substantial outflows from BlackRock's spot Ethereum exchange-traded fund (ETF) raise fresh concerns about institutional demand for the second-largest cryptocurrency.

BlackRock's iShares Ethereum Trust ETF (ETHA) reportedly recorded outflows totaling 580,145 ETH over the past month, according to SoSoValue.

The reported withdrawals come as Ethereum struggles to regain bullish momentum, with several technical indicators suggesting that sellers remain in control.

Meanwhile, the Ethereum Foundation is expanding its efforts to attract government and institutional adoption, although these developments have yet to translate into a meaningful improvement in market sentiment.

BlackRock's ETHA ETF faces heavy outflows as institutional demand weakens

Ethereum's recent weakness has coincided with a substantial reduction in holdings reported for BlackRock's ETHA fund.

According to SoSoValue, the ETF recorded outflows totaling 580,145 ETH over the past month, highlighting a notable decline in exposure through one of the largest US spot Ethereum investment products.

The reported outflows have added to concerns that institutional investors are reducing their exposure to Ethereum amid broader cryptocurrency market uncertainty.

Ethereum Foundation targets government and NGO adoption

Despite the weakness in Ethereum's market performance, development efforts across its ecosystem continue.

The Ethereum Foundation recently introduced a dedicated public-sector website aimed at encouraging governments and nongovernmental organizations (NGOs) to explore Ethereum as shared digital infrastructure.

This initiative seeks to demonstrate how Ethereum's blockchain technology can support public services, institutional coordination, and other applications requiring transparent and decentralized systems.

The Foundation has also developed a proof of concept for a humanitarian aid coordination network.

The proposed system uses decentralized identity and privacy-preserving payments to support the distribution and coordination of humanitarian assistance.

Such applications could potentially improve transparency and efficiency in aid delivery while helping protect sensitive information about beneficiaries.

Ethereum technical outlook: Bears maintain control below $2,271

Ethereum's technical outlook remains cautious as the cryptocurrency struggles to overcome nearby resistance levels.

On the hourly chart, ETH/USD is trading below its 20-period and 50-period Moving Averages (MAs), indicating that short-term momentum continues to favor sellers.

However, the cryptocurrency remains above its 200-day Moving Average, suggesting that the broader technical structure has not completely deteriorated.

The lower timeframe resistance, currently positioned around $2,271, represents an important immediate supply level.

A sustained move above this barrier could improve short-term sentiment and encourage buyers to target the next resistance at $2,307.

Until then, the inability to reclaim $2,271 leaves Ethereum vulnerable to additional selling pressure.

Momentum indicators also point to continued weakness. The Moving Average Convergence Divergence (MACD) remains bearish, while the Relative Strength Index (RSI) reflects subdued buying interest.

The Commodity Channel Index (CCI) also signals a selling bias, reinforcing the negative short-term outlook.

Meanwhile, the Average Directional Index (ADX) and Stochastic RSI suggest that traders remain uncertain about the strength and direction of the next major move.

Bull/Bear Power continues to favor sellers, while the Awesome Oscillator supports the prevailing bearish momentum.

Taken together, these indicators suggest that Ethereum may struggle to establish a convincing recovery without a meaningful improvement in buying demand.

With the indicators still bearish, Ethereum could remain volatile over the next two to three trading days, with analysts identifying a potential trading range between $2,209 and $2,307.

The immediate outlook favors continued consolidation with a bearish bias, as institutional outflow concerns and weak technical momentum weigh on market confidence.

ETH/USD Daily Chart

On the downside, $2,209 represents the most important support level to watch. A decisive break below this level could trigger additional selling and expose Ethereum to a deeper correction.

However, a recovery above the resistance at $2,271 could provide an early indication that buying pressure is returning.

If ETH manages to sustain that recovery, the next upside target would be $2,307.

A breakout above this resistance could improve the near-term technical outlook, although stronger buying activity would be needed to support a sustained rally.
